The Canadian Transportation Agency has ordered Montreal-based Canada Air Charter to stop selling tickets because it does not have the proper licences. The order also acts as an injunction to prevent the carrier from flying, said an official at the agency. Canada Air Charter, the brainchild of Montreal entrepreneur Steve Nasra, was to begin flying May 13. It is targeting the city's ethnic communities and hopes to lure business travellers with free alcohol and haute cuisine, all at cheap prices. The company has been selling flights to the Caribbean, Central and South America, and Europe. Newspapers advertisements indicated the first flight was to be May 13 to Port-au-Prince. Mr. Nasru told the Montreal Gazette last month it had deposits for 4,000 bookings. It was to start with two older aircraft, one leased DC10-15 and one DC10-30. But in a ruling released yesterday, the transport regulator said Canada Air cannot sell seats because it lacks a valid licence. Unless it gets one -- a process that can take days or six months -- the only way it can legally sell tickets is under an agreement with a licenced carrier. Canada Air told the agency that through an affiliated firm, Canada World Airlines Inc., it has a pact with the Icelandic airline Flugfelagid Atlanta HF. But the agency said Air Atlanta is only licensed in Canada for flights to Iceland. Canada Air did not return calls yesterday, but declared in its filings it is not an airline at all. As such, it disputed the agency's jurisdiction in the matter, arguing it is a tour operator with a valid licence from the Quebec government. It did admit it was too hasty in advertising flights to such places as Martinique, Rome and Lisbon. However, it said it only did so in anticipation of one of its partner airlines receiving a licence soon. The regulator said it has received no applications for licences from Air Atlanta or Canada World Airlines Inc. for those routes.
