THAI TO SET UP LOW COST AIRLINE 10 January 2003 - Source: Reuters Thai Airways International has agreed to set up a new low-cost carrier to serve the government's plan to make Chiang Mai, Phuket and Ubon Ratchathani aviation hubs. Thai Airways strategic subcommittee, chaired by chairman Thanong Bidaya, made the decision last week and asked its executive to draw up a business plan for the new airline. Thai Airways president Kanok Abhiradee told the media the low-cost carrier would support the government's aim to develop three cities as regional hubs. Thai would be the leader setting up the new low-cost carrier and would ask other airlines in Thailand and overseas to jointly invest in the "no frills" service, he said. Under Thai law, foreign investors can hold no more than a 30 per cent stake in local airline companies. Kanok said the strategic subcommittee asked Thai's management to study other carriers with experience in low-cost flights. Thai's bosses are expected to submit the business plan for the low-cost carrier to the strategic panel within two to three months. Singapore Airlines (SIA) previously expressed interest in starting up a low-cost carrier based in Chiang Mai, as part of plans to boost the northern city's airport into a regional aviation hub. Possible participation by Singapore or SIA in the new service will be one of the issues discussed at the Thai-Singapore ministerial meeting starting in Phuket.
