Recommendations are not mandatory. Safety Information Bulletin Operations – Aerodromes Subject: Safety Risks Associated with Aircraft Water Cannon Salutes Ref. Publications: Regulation (EU) 2018/1139 of the European Parliament and of the Council. Commission Regulation (EU) No 139/2014. Commission Regulation (EU) No 965/2012. Regulation (EU) No 376/2014 on occurrence reporting. Applicability: National Competent Authorities (NCAs), aerodrome operators, air operators, air traffic service providers, rescue and firefighting services (RFFS), and ground service providers. Description Water cannon salutes are occasionally conducted by aerodrome Rescue and Fire Fighting Services (RFFS) to commemorate inaugural flights, retirement flights, special occasions, or other ceremonial events. While generally considered a symbolic and well-established aviation tradition, water cannon salutes may introduce operational hazards if not properly assessed, coordinated, and controlled. Potential hazards include, but are not limited to: Reduced flight crew visibility due to water accumulation on cockpit windows. Reduced braking effectiveness resulting from localized water contamination of movement areas. Foreign Object Debris (FOD) dislodged by high-pressure water streams. Ingestion of water or debris by aircraft engines or auxiliary power units. Distraction of flight crews during critical phases of taxi operations. Inadequate separation between RFFS vehicles and aircraft. Uncoordinated execution resulting in unexpected exposure of aircraft to water streams and or foam. EASA has taken note of occurrences involving aircraft exposed to water cannon salutes where concerns were raised regarding operational safety margins. In particular, attention has been drawn to events involving an Airbus A350 and an Airbus A330 where the conduct of a ceremonial water salute generated safety concerns and highlighted the need for comprehensive risk assessment and operational coordination. Although water cannon salutes are generally performed on the ground and under controlled conditions, EASA considers that such activities require formal safety assessment within the aerodrome and operator Safety Management Systems (SMS), as required by the applicable provisions of Commission Regulation (EU) No 139/2014 and Commission Regulation (EU) No 965/2012. At this time, the safety concern described in this SIB is not considered to be an unsafe condition that would warrant Safety Directive action under Commission Regulation (EU) No 965/2012 or Commission Regulation (EU) No 139/2014. Recommendations Aerodrome operators, air operators, and NCAs are recommended to consider the following actions: 1. Safety Risk Assessment 1.1 Aerodrome operators should conduct a documented safety risk assessment before authorising water cannon salute events. 1.2 The assessment should consider aircraft type, weather conditions, taxi route geometry, pavement conditions, visibility implications, and potential effects on aircraft systems and engines. 1.3 Air operators should assess any operational limitations associated with participation in ceremonial water cannon events and establish acceptance criteria where appropriate. 2. Operational Coordination 2.1 Water cannon salutes should be subject to prior coordination between the aerodrome operator, air operator, ATS provider, and RFFS. 2.2 Clear responsibilities, communication channels, and contingency procedures should be established and briefed before the event. 2.3 Flight crews should be informed in advance regarding the planned location, duration, and execution method of the salute. 3. Conduct of the Event 3.1 Water streams should be controlled to avoid direct impact on aircraft engines, sensors, flight deck windows, and other critical aircraft surfaces. 3.2 Adequate separation distances between aircraft and RFFS vehicles should be maintained at all times. 3.3 The event should be suspended if environmental conditions or operational circumstances increase the assessed risk beyond acceptable levels. 4. Occurrence Reporting 4.1 Any safety-related occurrence, abnormal event, aircraft damage, operational disruption, or deviation associated with a water cannon salute should be reported in accordance with Regulation (EU) No 376/2014. 4.2 Relevant occurrences should be analysed within the organisation’s Safety Management System to identify lessons learned and opportunities for risk mitigation. 5. Oversight 5.1 NCAs should consider water cannon salute activities when assessing the effectiveness of aerodrome and operator Safety Management Systems. 5.2 NCAs should encourage the sharing of safety information and lessons learned arising from such events.
